Well, types of voting abuse we're aiming for right now are:
- Downvote abuse (malicious attacks on content creators for purposes other than curation)
- Self-voting (whales that self-vote strip the pool of rewards for minnows. This is especially the case if whales are self-voting unrelated comments and the like)
Self-voting is a slippery slope, but in most cases it's cool. Where it gets abusive is when your take from the reward pool is like $3000/week for self-voting comments. That's pretty bad.
There are a lot of bad actors in the system right now. Reporting helps us to identify them, linked accounts, and other abusers working in the same group.
