The only thing i know is rc2 is released. probably steemit inc also doesn't know, since they're still testing rc2.
new delegation system will also be a big factor, since if utopian isn't an exception, the limit of delegation is 1mil SP. https://steemit.com/steemit/@steemitblog/announcing-steemit-s-new-delegation-application-process
