480 - 720 px select in Photoscape CS4 .
Unlock the background.
Place the vector on image.
Minimize it proportionately.
Click to pencil and drawing penguin eyes.
Active the Drop Shadow.
Make it -90 to make it vertical.
Change is text color.
Add the brush file.
You can add backgrounds with Load Styles ..
