Your contribution cannot be approved yet because it does not meet the Utopian quality standards.
In general your contribution is very simple and does not really go beyond the usage example for the API you use. Your project needs to be more unique and useful. One example would be a parameter to choose the currency pair.
On top of that, your code won't run, the way you provide it. The API is a dependency of your project and you need to register it in a package.json file by running npm init and then npm install --save node-telegram-bot-api.
Also an open source repository should always contain a LICENSE and a descriptive README.md with any necessary instructions to run the software, like how to install it or, like in your case, how to get an access token.
You need to address these issues in order to reapply for approval.

The user only needs to run
npm install, since you have specified node-telegram-bot-api as a dependency. You can remove 1. and 2. from your README.md and replace it with "runnpm install". You should also add a brief description of the project at the top of README.md.Done as you wish @mkt.

I should have noticed this right away and I'm sorry I didn't but your posts and the projects themselves are almost identical and the work you're doing there each time (adjusting an API call and the output message) is not enough to be rewarded on Utopian.
Furthermore, looking at your previous contributions, I unfortunately have to admit that some of them should not have been approved either, because the recognizable effort is too small. You contribute relatively often and I would suggest to reduce the number of contributions and instead work more on individual contributions.

But, I've noticed there are some doing like that with API and it has been approved. They just parse, then send as output.

I know. We will continuously raise the standards but it's a very dynamic process and at this moment in time, to be honest, it depends very much on the moderator in some cases.
