Utopian: Adding anchors to the FAQ Accordion

Last of my works for the Utopian bounties, @elear asked me if I could add anchors to the FAQ to make them more responsive

New Features

• FAQ will open directly on a certain question if the URL hash corresponds to one of its topics. For example this one will open the accordion directly on the corresponding question:
  
  I am working on localhost but of course you will see utopian,io instead once implemented.

• Everytime users click on one of the FAQ items, the url change to include the hash of the corresponding question. That way it will be easy to navigate to a question, and copy paste the URL to send a reference to another user:
