I think the question is whether it will be somehow on the Steem blockchain? My guess is that it will not be on the blockchain...

But if it is not on blockchain don't you think Partiko would need space to store the encrypted data, which would require a secured data server, thus incereasing the costs?
I don’t know any details but I will ask.
