You don't get kidnapped despite the police; sometimes you get kidnapped because of them. Or with their permission. Your safety isn't a public service there; it's a private transaction. So if you go, you're not on vacation. You're entering a zone where every interaction, every uniform, is a potential negotiation. That's the reality they don't print in the travel brochures.
