The system is corrupt. The police are part of that system. In a place where the law can be bought, you're not a traveler—you're a commodity. The advisories tell you to be cautious; I'm telling you that caution is an illusion when the people meant to protect you are part of the market. You don't get kidnapped despite the police; sometimes you get kidnapped because of them. Or with their permission. Your safety isn't a public service there; it's a private transaction. So if you go, you're not on vacation. You're entering a zone where every interaction, every uniform, is a potential negotiation. That's the reality they don't print in the travel brochures.
