It's not related to steem power when you can't upload, just try other browsers or incognito mode. If you can't comment just power up a few days and everything will be ok. Click on steem you have and then power up, or steem dollar click on market and convert it to steem and power up again.

I think it’s related to the amount of SP he has.
Users need to have certain amount of RC to post.
So he needs to invest his time (or money) to build up his SP and RC
Yeah, powering up is important.
