It's the sad truth! We personally aren't big Steem onboarders as we don't like to push people, but Becca's sister was interested and created an account. It took over 3 weeks to come through and by that point, she lost the excitement and interest. She did a few posts (3-4) over a two week period and with the RC situation, she gave up as she couldn't interact and also found formating the post difficult... She was using Steemit, even though we stated that there were other interfaces to work with like SteemPeak. Most of us are fortunate to join when we can comment and do whatever we like as much as we like on Steem, but I do understand the new restrictions (prevents spamming and that there is a cost per action), yet its harder for newbies. They need at least 100SP to interact within means.

I do agree that communities that on boards a new Steemian could help out in terms of Steem, delegations and acting like a mentor. There will be some that come and go and it will be annoying that you invested time and money on them, but the potential of finding that rare creatively different content creator or effective community builder that can expand and network further to bring in many more might just happen. It's a long shot, but all options are on the table.

There will always be churn, thats not the issue and i for one have experienced this with people i have delegated too, but its still worth it when i see how far others that stuck around have done
