You mean to lock it permanently forever? No there isn't. But if you mean to power up posts, you can set rewards to 100% HP instead of 50/50.
No, and it’s a bad idea. It’s bad enough that the power down is 13 weeks. You need to give people the open to power down otherwise Hive turns into a cult.
