I think, qualified, but qualified by the "mob" using a very well designed consensus mechanism, such as #thematrix8solution, with stake not affecting (or perhaps a small part, and capped amount, affecting) vote weight.

Freedom is qualified by Equality to make it Equal Freedom for all in a way that one's freedom does not trespass on another's equal freedom.
Equality further qualified by fraternity.....to make it a universal principle/maxim.
