It is already exists outside of the Hive blockchain. The name of the platform is ZeroNet. Decentralized, peer-to-peer websites. ZeroNet is using Bitcoin cryptography and the BitTorrent network.

ZeroNet is a Hungarian development, and it is open source. Created by Tamás Kocsis in the Python programming language in Budapest, Hungary in 2015. There were other developers too. The latest release (0.7.1) was on 2019.09.04. ZeroNet also supports routing traffic through the Tor Network.

Probably the biggest disadvantage of the ZeroNet is that "Server-side languages like PHP are not supported, although ZeroNet creates and gives API to interact with SQLite databases, their data also distributed (as JSON files) via P2P" (Wikipedia).

There are still many interesting things on ZeroNet, including even social networks (for example ZeroMe).
