Witness upgraded to 1.27.0

The witness server is upgraded/updated to address the challenges with witness scheduler.

The upgrade is super smooth without needing replay.

Update: Today, ie 22-10-2022 the scheduler has chosen me !

I just got a server and wanted to run a witness and maybe try to access it remotely. I should probably start with that. DO you have any good links and references?

@yangyanje The easiest way to get started will be to use the docker based method https://github.com/Someguy123/hive-docker

I would suggest to use this if you are not familiar with building and managing C++ code bases.
