Stakeholders are allowed to upvote and downvote whatever they want for whatever reason they want. There is a large group of people in the community who feel that taking material that can already be found elsewhere on the internet, and making a copy of it in the Steem blockchain is not adding any value to the STEEM currency, and therefore does not deserve to be rewarded.
