I think it may have to do with those that have lived relatively sheltered lives - those who have not had any real contact with random violence - mundane chaos - exercises of power that could not recognise reason or empathy.
They are convinced that the dead eyes of a shark are not black - that they can coexist with the grizzly without consequence.
