There isn't much we can do unless they implement block chain level solutions to handle it. Unless there is some universal protocol like limiting the % down vote someone can give via an app. I mean i wouldn't be a block chain solution but it would take multiple people to completely destroy someone. But even that could be bypassed.

Zappl appears to be a micro-clone of Steemit, so will always be hobbled by the issues of flagging that persist on Steemit.
