But they are helping other users. The money they take away by flagging goes to ALL other voted users. I don't get your confusion.

Also, there are plenty of groups out there supporting content that is not steem related. See #steemstem for science content etc..

It should get to others in theory, but I don't believe it does. There are too many other whales/orcas/dolphins circle-voting for the minnows to actually benefit from the "returned funds". Only way to make sure a minnow gets anything is by manually upvoting them. This I believe is where our opinions differ.

My statements are not an opinion, it is just the math of the situation. You may not like the proportional distribution, but that does not detract from the fact that the flags in this case benefit everyone by taking money from large whales, and spreading it out to everyone else in the platform.

I came across a post where someone was being bullied by some whales for speaking against circle-voting and have now been massively downvoted for speaking against their actions. How does that benefit the reward pool?

Flagging is a two edged sword and until the rules are changed this site will continue to decline in value.

I'm talking about whales flagging whales. Not the flagging of small users.

I fully understand your point, and I agree that ideally flagging a whale will return the funds to the reward pool and make it available for the minnows.

What I'm telling you, is that the situation is far from ideal. And just as soon as you return funds from rogue whale 1, rogue whale 2 will snatch them up. There are far too many rogue whales and too few flaggers. So in the end there is no actual good done. Just a false sense of duty and accomplishment.

Want a solid example? Everyone is focusing on haejin right?
Alright type username mandela, check out his posts to see his circle voters and see the rubbish they are doing. About 8-10 of them. No one is flagging them. Everyone is busy focusing on one guy and letting hundreds slide. So in the end the minnows will never get access to any "returned funds".
