I think most governments will need to consider participating in the space and/or support it because the technology will innovative many industries include their own administrations given the efficiencies available. If they refuse to do so, they will risk the teams and projects leavibg their countries to go to one that will support it which will out them at a competitive disadvantage for their economies.
