Transfer prompt improvements

The above pull request was merged into the bitshares/beet develop branch after successful peer review.

The following summarizes the changes introduced by this PR.

block list warning

The Bitshares committee maintains a Bitshares blockchain based scammer account tracker; we now query this list of scammers to warn users against falling for scams.

Since this is an on-chain solution, no repository changes are needed to update this list of scammers, so this warning system will keep up with scammers new efforts.

memo handling

Users/devs are now able to include encrypted/unencrypted memo contents in transfer operations.

This will improve interaction with third party blockchain based applications, as the lack of a memo was impeding next gen functionality.

I'm look forwards to seeing all the uses people come up with for this memo field.

i18n localization

You're now able to switch locales between English and German, even in the popup prompts.

At the moment there are only 2 languages supported, however if you're interested in helping translations we're open to supporting as many languages as possible.

Devops improvements

We've been experimenting with using Github workflow actions to build and release our electron based applications, and have neared completion of this task.

You'll soon be able to download the latest develop branch on Windows, Linux and MacOS as previous hurdles have been overcome!
