Yup, that's why many steemians are said they have the difficult time to start again, don't have the big enthusiasm like before. My friend told she has difficult time to post because the RC only 1,7 persen..

i don't think your friend waited for a full charge. the costs of posting/commenting/voting has also been going down during the past few days, so there's a lot of factors there.
you can't just look at a low % and say something doesn't work.
