(fyi she made 8 comments and 1 post since yesterday. i'd say it shouldn't drain her rc like that. steemit inc needs to wake up if that's what you're saying)

i don't think your friend waited for a full charge. the costs of posting/commenting/voting has also been going down during the past few days, so there's a lot of factors there.
you can't just look at a low % and say something doesn't work.

also keep in mind that the prices are still changing as far as i know. i also don't know whether the current rc budget is final or not. i'm guessing once she waits for a full recharge, things should be better. you just gotta keep looking at the numbers and make sure you that don't run out.
so overall, a bit of patience is needed here. but yes, i'm also aware that most minnows don't have the luxury to wait. the recent debacle is a clear indicator why steem needs to be decentralized from steemit.com and steemit inc.
