lets say someone has a new account. 300,000 HP, they make 1 post, then forever comments on that post useless stuff (like I did) and then upvotes himself at the 12 hours pending till reward.
Using a tool like Steemsql but for the Hive blockchain could easily give Hivewatchers a report of people self upvoting comments. And if they used a different account we could pull a report for the most upvoted comments a day and find it that way. Or maybe a tool like Ginabot for realtime reporting of such upvotes so they can be dealt with right away and not needing to wait for a daily or whatever interval report.
