
I just read a long comment by @roxane and she is right in one regard: there is currently not a good support system for community leaders, from the old guard to the new one. Part of this issue is because the content discovery system in Steem is still in its infancy, as @elear has pointed out. I was one of the people who was pushing for a better content discovery system and an entirely new algorithm since the beginning. It's not right to see the same names on trending day in and da out, myself included. We all know this. It's been the central problem of this platform since the beginning.
If we are committed to finding a solution to this, I believe we could compete with even the best and most cutting edge platforms out there. The authors that magically land on trending each day should be the ones coming up with solutions and supporting a new algorithm. We are broken if we continue on in the same manner...no serious writers will think this place is decent until we fix this.
Back to the community builders. Yes, we need some mechanism to find and support community builders, people like @roxane who it looks like has single-handedly built the French community. This is not a small feat. Thank you @roxane.
Let's list the community builders who are currently going unrecognized in the comments below. We need to remember that retaining community leaders is actually the most important thing right now. From @paulag's recent data, only 10% of users stay in Steem after 90 days. That's quite pathetic. We can do better. It starts with people.

That's the thing, minnows are not getting much audience even if they post good content, i recently wrote a post about it but it also did not receive much views.
This is a very demoralising thing which is leading to lack of interest by new users, as if you are writing a post which is consuming your whole day but still nobody is viewing it, then you can imagine the amount of frustation.
Other platforms don't provide the money but atleast you will get praise for your work and that is more than 2-3 $ which minnows receive for their posts.
There is at least some relief for creators who have an established presence outside of Steemit as a platform – make sure to regularly post links to your content where it lives on Steemit in those other communities.
(Always assuming that those communities are not themselves content posters. It would be impolite to post links to your art posted on Steemit over on deviantART, after all.)
Because discovery and surfacing is so terrible on Steemit as the system stands, we can make use of the fact that both discovery and surfacing are better elsewhere and draw people into the Steemit community by providing the invitation.
In many ways, this is a lot easier for me as a writer than for people who are engaged in graphic arts because it's normally accepted that I won't put the entire content of my creation in a post to – say – Facebook or Twitter. Links to where the content actually lives are considered normal activity there.
Building up and leveraging your already extant community and those who follow what you do can have a little follow-on fact for you on Steemit – but more importantly shows people that there is good content being created, good content being stored, and good content to be found on the platform.
TL; DR version: Talk about your work in places where people care about the sort of things that you do. That's the real community. Invite the community to come over to Steemit and possibly get involved with the platform for whatever reason you decide is the best.

As the leader (I hate the concept of leader, but it's necessary) of the portuguese language community here at Steemit (tag #pt), I feel the same. The abandonment is real. The authors produce quality content that goes into the trash after 7 days, without recognition, without attention of the whales. This is one of the many social injustices committed here and this revolts.
I didn't know the steemit user churn rate was so bad! 90 days, wow, definitely a user retention problem here and if the devs and product owners aren't working on addressing this then the platform can never be what it's potential is.
I know in my first few months of joining it pissed me off seeing the same few names at the top of the pile day in day out. Some definitely deserved the reward and attention, others seemed to be riding on their previous success, with people voting on them for the expected curation rewards (enter the bots).
I'll definitely check out @slothicorn, and let @girlbeforemirror know too (if she hasn't read this already!)

You have described it he way it is,from the time i became active here from mid July,i have seen almost similar names on the trending page accept on occasional days when a few folks trend.
I am not really a community leader,but i promote Steemit iin Uganda and i get asked similar questions why the same folks are on top.
I always tell them,these guys who are trending have added much value to Steemit..!!(Not sure f my answer is right).
So really a solution has to be found!
I've been hearing of her, she deserves the recognition. Singlehandedly pushing a community is not an easy thing to do.
I considered putting my Steemit posts under a Creative Commons license. My concern is that if someone shares them on another platform, will I get in trouble with cheetah or steem-cleaners for duplicate content?
you shouldn't. If it somehow becomes an issue, the dates can always be checked....
Community is all fine and good, but if the underlying platform consists of a few top-heavy vested accounts and everyone else fighting over the scraps of SBD, it doesn't seem like its going to evolve and grow.
Tools are needed (and probably forks) to address the gaming of the system, or it is doomed to spiral in on itself. Sad, but true.

As the 2018 comes in, I've notice each community help their own community members why not we extend our helping hand to each others community and bring the unity this coming year :D Just a thought. :)
Being a community builder is tasking. I know because I helped build the Steem community in Uyo (A state in Nigeria) with my pal @samstickkz. I don't spend much time in that group anymore
I started another community in Ibadan. I've made some progress with them and as soon as they have a structure I'll focus on another one.
I've already started making plans to build a community in Delta State. It's my hometown and this one is very personal. I'm doing a steemit Santa project and marketing campaign there
Most of the work I do is not represented on the blockchain. Sometimes I'm left with little time to make a decent post. But the results is far worth more than some SBD's
I consider myself as the Steem Ambassador
Steem evangelist or Steemionary(Steem Missionary)
Communities are the future, I am excited about how Slothicorn will turn out. Hope the steem creative commons will be flooded through the internet.
People with time and energy to curate at the beginning of adventure with Steemit have no power to do it right or powerfull friends to push our content in front of more eyes. We quickly have to learn about bots and buying power. With bought power we need to find the way to get investment back and after a while, self serving becomes the nature :( That's stops the good content discovery :(
