Competition isn't always good (see game theory). Even if something is cheaper for you personally, it can make everything more expensive for everyone together. With respect to competition here, competition would incentivize the cheaper option, which remains to be gas powered cars. However, despite that, they are a negative to society as a whole. Same as the reasoning behind regulating where companies can dump toxic chemicals (keep them out of lakes or whatever). Despite capitalism supporting this (cutting costs, making things cheaper and driving costs down for the end user), it's a net loss for the entirety of society.
Any kind of tax or restriction on any service inherently goes against a pure capitalistic competitive society, but the fact remains that sometimes it's at a benefit of everyone.
Restricting choice is always a negative for the individual - but that dosen't hold true for society.
