It is difficult to see what can be done to alleviate this kind of problem. In many countries, the corruption and abuse by the security forces are a reflection of the corruption and abuse of the government. In this case, only a regime change can have any hope of reforming the security forces. In a freer society, public opinion, a robust press and accountable government will hopefully curtail the worst abuses.

I think political instability is one of the problems we have and no continuity when a new government comes in they bring in new plans and jettison the previous administrative projects and programs

I agree with what you say about the continuity problem but there must be accountability at all levels. Security service monitoring should be placed in the hands of a body independent of government who also have the legal power to act. Thank you for your post.

What you are talking about is a long term process and it's hard to achieve.

Things like that always takes a lot of time and a lot of man power.. That's why nobody bother to take the initiation. Those who does eventually stops due to lack of support.
Not to mention, it will somewhat halt the government system for sometime.

Plus there are some administrative bodies who are corrupted. Strengthening them might result some backlash.

Strengthening Institutions is a better idea. But I don't still have an idea how..
