Nope I specifically did not define my terms here. Undervalued / under-appreciated means what you think it means. It is totally possible for an author to be higher REP,. particularly if part of how they got the higher REP was a couple big votes by Curie or some other large account, without really establishing enough of a following to generate consistent payouts.
