Well, Splinterlands is more fun for the strategy aspect, which ends up being pay to win but there are some sweet spots for real strategy.
Dcity is fun in a simulation way, you can move your pieces around, trade them, and essentially optimize your resources. But it is all the same optimization, day after day. Like Splinterlands there is a great market where players can attempt to 'buy low, sell high'.
I like how in Splinterlands, fighting people at the same level as you, (let's say you have cards leveled up to GOLD League levels,) the strategy factor outweighs the pay-to-win factor. Though I somewhat agree, as it's not a cheap game to get into.
