Because the little people have "nothing" to say in this system

This is false. Plenty of folks here get heard with little stake.

Meanwhile, the "small" accounts usually continue to work along the lines of the big users and let the "errors" swell exponentially.

Yeah people are generally cowardly and fear losing out on rewards which the bullies here exploit. They fear putting themselves out there and challenge core ideas of this chain because every action has a consequence and it could be an unwanted one.
Its quite peculiar really. On one hand its kind of a feudalistic system where the peasants do the work which feeds themselves and their overlord or tyrant in some cases, their freedom constricted to the will of the overlord, while on the other hand the peasant has the freedom to tell the overlord/tyrant to fuck off, essentially free himself from the constraints of the system but forego all benefits, while still being able to partake in it.
Its a matter of choice.
One day peasants will rise up!. lol

due to the lack of incentive to reward comments as monetarily as articles

I never saw this as an issue. Do you really need monetary incentive for comments? YouTube twitter, every forum ever etc would say no.
Theres something id describe as hidden value of comments. Its like this invisible bar that very slowly gets filled up while you comment. It works towards you general name recognition, it works towards your acquaintance level with the author. Comments might not attract dollar values directly but indirectly they most definitely do.
