Very impressive proposals, Council!

You have obviously been very active on Discord which can remain under my radar for many days sometimes. ๐Ÿ˜Ž

My thoughts on the proposals....

Selecting witnesses that are aligned with the Dolphin Council's goals and to promote rotation in the top 20

The issue of witness voting is close to my heart. My suggestion would be to form a small committee to create a point system to rate witnesses which would then be put before the Council for apptoval by vote. Once excepted then the choices to give or remove support would not be made subjective.

Rewarding users and projects with recognition and upvotes (voting trail)

This is a wondrrful idea that should also have a small committee to compile a weekly (or more often if possible) of a suggested list of posts which Dolphins could vote in a voluntary manner.

Fighting abuse by countering abusive flags and collectively flagging abusers (flag trail)

Yet another issue close to my heart! Feelin a lot of love here. ๐Ÿ˜Ž

This deserves at least a 5 member committee to hammer out the criteria used with such actions. Their critetia could then be put before the Council.for approval by vote. We shall need to be as transparent as a ghost to venture into those waters while avoiding drama.

Forming a real world foundation and submitting a proposal to the Steem Alliance

Would like to hear this proposal fleshed out a bit as to the whys, advantages, requirements, costs, sdministration, etc..

Coordinate promotion of Steem and the Steem Blockchain by working with others such as SOS

My feeling is that the Council's focus should be internally, only due to spreading resources too thin. This is not to mean that the Council could support such campaigns on a voluntary basis.

Increase the price of Steem via collective purchases via use of a fiat fund

This, again, seems too external to focus the Council's resources upon it in any.but a voluntary manner.

Create a Dolphin boot camp to push Minnows to Dolphins

To a large degree only require presenting existing content. Perhaps a small committe could resesrch what is available and present.to the Council in HTML form for approval by vote. It could then be used as the member approved website.

Create a Protection and Solidarity Pact for Dolphin Council members to join, a flag on a member would be countered with votes and retaliation taken where needed

That's the kind of diplomacy that got those on the earth into the Second World War. ๐Ÿ˜Ž

Instead we should have a transparent system whereby aid could be requested and approved, the spproach to which was covered above.

We should create our own steem-engine coin which could be used to pay ROI on delegations and then shamelessly self vote the reward intended posts. The coin could be used to reward committee members, etc..

Create a Dolphin Council welcoming committee that helps new users via votes and guidance

Support such a program on a voluntary manner. There are a number of such programs. Resources better directed elsewhere in my opinion.

The Dolphin Council publishes authoritative information on governance to guide discussion and form consensus

Too much a chance to divide the Coincil on wedge issues than having positive influence. The code should be our common Law, in my opinion.

Create a non-profit vote bot for promotion to out compete vote bot abusers

Vote bots are too much of a wedge issue. If it can't be done by Proof of Brain then the Council should not be doing it, in my opinion.

Monetise the Dolphin Council membership via an SMT with a minimum buy back price in Steem

Hell yeah! Already mentioned above. ๐Ÿ˜†

Absolutely GREAT response. Most - if not all - your comments are aligned with my opinions. Vote bots is a no-go, since I do believe the human needs to dominate and that can only be achieved with content that has some kind of value while the value is determined by the number of people actually consuming the content, ie reading and maybe even commenting to it. External marketing stuff and Steem value control: That is simply too idealistic at this point in time and waste of time to spend even a second of thoughts and work on it. Selecting the witnesses we need, as well as working with these witnesses to get their focus to the important topics to change Steemit to become more human dominated and push out the bad bots, is something that is crucial.

I like to take actions 'shamelessly'! Great breakdown of all the options, while we don't align perfectly, I see you are a very reasonable type person!
