God see and vet the motives the inward mind but men see the outward appearance.
A man may act nice but his agender and goal is to accomplish an evil agender.
A lady may dress nicely and decently but you will be surprise she is a sex worker at night.
We should not judge people outwardly but pray for grace that God will give us discernment to be able to approach such individual in the view of helping them overcome such limitations and turn to God genuinely.
