A cabal would be a group of poeple that use thier power exclusively for their own benefit and to the detriment of those not in the cabal.
The term cabal primarily refers to a small group of people united in a close design to promote their private views or interests, often through intrigue, secrecy, and conspiracy, usually without the knowledge of outsiders.
While the word's etymology traces back to the Hebrew qabbālāh ("received doctrine") and the Jewish mystical tradition of Kabbalah, its modern usage in English carries negative connotations of political purpose and secret plots.
And, yes, it is missing most of the secret part.
