This post was a response to community discussions around "Economic Improvement Proposal" which is likely to be included in Hard Fork 21.
One of the changes in the proposal is that all accounts will receive a separate downvote pool equivalent to 25% of their voting power. Any downvotes would come from the downvote pool first and only come from regular voting power when the downvote pool is depleted.
