This is a marketing/sales strategy question, why leave it to voting? or maybe at least show some data/analysis on the pros/cons so that people are able to choose objectively.
Don't we want more sales? So probably the question is more on what is the cost-benefit of giving discounts, is it worth it?
Historically, many people have just used the bulk purchases to buy packs and flip them on the market which undercuts the in-game sales as they're just min-maxing the spread. Some people do buy them for personal benefit, but my assumption is those people would likely by them either way.
Up until like a week or two ago we had them and that's most likely why you can get packs for around $3 on the secondary market right now.
