I don't remember what film it was in but there was a line and I am paraphrasing here "politicians are only interested in getting, maintaining, and expanding their own power." I believe that for 90% of them, that this is exactly what is going on. If they happen to accidentally do something good for the people along the way then so be it, but I don't think that is ever the goal for most of them.
