Mostly, I used to feel that opposition is not even enough especially when people who are at the opposing end do not have the right resources to tackle the oppressors. Most of this operation and control is often legitimized making it difficult for people to even have a say. When a legitimate government is taking illegitimate measures to tackle something as COVID, it is sure to say that there will be a compromise to people's fundamental human rights and even more. Is why I basically think that opposition might be flushed out or even seen as illegal. For example people who were protesting against police brutality were tagged as hoodlums. The moment the peaceful protest was invaded by political thugs planted by government, the movement in general became Illegal and government were able to subdue and kill people because the peaceful protest has been sabotaged and deemed illegal. Hence, opposition losses again. You are right when you say that covid-19 helps governments to gain more control and monitor people's lives. When government decides to employ illegal measures, they're always saying it's for the greater good.
I think it might eventually get worse because COVID is here to stay and even if it becomes non-effective, would this method of running things by most government cease?

I think we only have a chance to stop the oppression when there is a sufficient number of people opposing it. Once that happens, the next step is coordinating that effort. People often do not act out of fear and out of a perception of lack of support. A coordinated effort can reduce that fear as support for each other grows. At the moment, the strength of opposition is not strong enough. There is a very good chance things will get worse before they get better.

You've said it all, it might really get worse before it actually gets better, I do however believe that it's a really long process before we get to that stage, opposite is often frowned upon. Hopefully, this might eventually change.
