I think this should be handled by front ends. A bully could make another account if you make it impossible to reply to your content. My understanding of the mute button is that it hide the muted accounts from showing up on your feed. I have not used the feature myself.
Instagram has a feature if you block someone, they ask you if you wanna block their other accounts or accounts they may make in the future.
even if bullying isn't an issue, you could have spam comments, not enough HP to hide their content with a downvote to lower their karma (if karma is low enough, their comments are hidden by default)
I am thinking of a plan b for people whose HP isn't strong enough to handle it with enough downvotes

There is a miscommunication here. when you said you want a block button after reading my post, I cannot tell if after seeing this poll, now you understand why Hive needs a block button, to also block scammers etc

I am keeping my distance from HW (if that's even possible) after they assumed I had fake accounts/multiple accounts upvoting my posts (when I don't, this is my only account)

I have seen Hive Watchers go after many good and honest creators unnecessarily. There are many authors who have quit because of badly utilized downvoting. I can understand your concern.

, and saw pages of people angry they were downvoted and had no idea what they did wrong. If you're downvoting people, not leaving a message as to what they did wrong, they're gonna call you a bully downvoted, they're gonna conclude you're abusing your power.
