I don't think the solution is as simple as genetic manipulation. Because there are more causes of psychopathy than just the genes.
Some life circumstances can force people to "turn off" their humanity or empathy, it also happens to give them a motive and an 'inspiring" story, a vendetta
and unfortunately, humans seem to be drawn by psycho leaders, so if they don't find natural ones they settle for life-made ones
And honestly, it's hard to tell which are worse

    ^ you're last part right there sums it up in a way, in the end does it matter HOW evil was spawned or does it matter what the rest of us do or more apparently..DO NOT DO, that marks which psychopath is en vogue for a bit till the next serpent appears.
