Is that snow or just the way the grass looks
Nope, not snow. It's the air moisture that gets frozen on the ground and vegetation when the temperature falls below zero.

Well, the grass is just regular grass😄. If you are referring to a plant on the right side of the photo, then I think it's tansy.
