I would love to say that such can never happen here, but similar has happened lately and will happen again, because the big companies don't care if they have to pay big fines and if their managers have to go to jail they get new ones.

Unfortuntely ours are not big companies, as it is local government and many of them are broke my friend. The wise thing to do would be to farm the water treatment plants out to specialist private water treatment companies, but that would never happen.
So things will just continue as is.
