I didnt really onboard the user, neither do I know them in person. Just a user I once suggested an appropriate community to publish content in and that's all. However, I already advised her to follow your recommendations here for the correct Instagram verification.
It is the onboarder's responsibility to make sure to do due diligence and verify that the onboarded account is not an identity theft.
