Well you can just look at the comment reward and choose the one with the maximum rewards. So, it might not be difficult to implement but has the above problem of a whale upvoting their friend and that guy winning every time.
So, you can then use a Hybrid system, which is the best of both worlds but requires some precise calculations and that's hard to implements.

Oh, when you said stake-based I thought you meant solely on the basis of % of your vote! No, I definitely wouldn't do it based on the voter's HP stake. I don't think that's democratic.
Just based on the % of their vote. One person's 50% vote = another person's 50% vote.
That does indeed pose the risk of an alt account voting, something that, for some reason, I didn't consider even though I usually do! I'm hoping that we can count on integrity here, but we'll see what happens initially ad adjust as needed. At this point, we're not even there yet, haha.
