Those quarantine hotel fees sound like a proper racket to fleece travelers. I guess governments around the world have assumed that only rich people travel during a pandemic and are trying to milk them.

It's definitely a hustle, but I guess it's all in how bad we want to get back versus how long we want to wait. It's clear this policy is targeted at initially bringing wealthier tourists into the country. In my experience rich tourists spend money in very tight loops that benefit the government greatly, with little trickling down the local economy.
Migrants, immigrants, and budge travelers are more likely to spend money on small family-owned guesthouses instead of high-dollar hotels, eat at roadside restaurants instead of fancy ones owned by the rich, etc. Well, I guess our experience here in Suriname is just so bad, we will do whatever it takes to get out of here.
