Como si se tratase de una obra literaria basada en el realismo mágico, he leído una curiosa nota de prensa en los diarios Españoles, un tren de última generación diseñado para entrar en funcionamiento en este año no cabe por los túneles que atraviesan las montañas de su recorrido. Ha ocurrido un pequeño error de cálculo, ups, lo sentimos mucho, ha dicho el gobierno.
El mencionado tren o ferrocarril debía unir a las regiones de Cantabria y Asturias y el cual comenzó a construirse desde el año 2019 y con un costo inicial de la pequeña cantidad de 161 millones de Euros y cuya culminación estaba previsto para el 2023, ahora tendrá que ser recalculado y ocasionara un retraso de unos dos o tres años. Ahora han surgido cientos de expertos para proponer como solucionar. Unos plantean ampliar el agujero, otro reemplazar a los vagones.

Uno podría pensar que un error de cálculo de esa naturaleza solo podía ocurrir en tierras latinoamericanas, sobre todo donde el socialismo ha colonizado y destruido la meritocracia. Claro, no puede ser una coincidencia histórica que en estos momentos en España gobierne el PSOE de Sánchez. Aun cuando la información la recibo vía notas de prensa, es importante las lecciones que podamos rescatar de este singular evento.
- Descoordinación inter gubernamental: Cuando se trata de un proyecto que involucre a varios niveles de gobierno, como en este caso donde están involucrados el Ministerio de Transportes, Movilidad y Agenda Urbana, Gobiernos autonómicos o regionales, CAF y los organismos de ferrocarriles de España, además del fabricante de los vagones se debió establecer mecanismos expeditos y con la autoridad suficiente para establecer los para metros de diseños y construcción. Sin embargo, es una característica de los gobiernos socialistas en el mundo, el nombrar innumerables comisiones y dictar un sinfín de reglas y normas que termina empastelando cualquier buena iniciativa que puedan tener.
- Los ingenieros y calculistas deben siempre ir a campo: Desde mis tiempos como conceptualizador de proyectos siempre he insistido en constatar en situ las informaciones sobre mediciones, condiciones del terreno, condiciones ambientales, vías de acceso, etc. A pesar de que estamos en tiempos de la Inteligencia artificial y que en google está todo, esta abundancia de información hace que también existan la fake news o datos erróneos. En este caso de los trenes y el túnel pequeño fue una discrepancia entre los datos on line y los datos reales. Todo líder debe siempre estar en contacto con la realidad.
- Normas de fiel cumplimiento: En contratos de esta magnitud en monto de dinero y de importancia estratégica para el desarrollo de regiones de un país debe establecerse cláusulas que penalicen y establezcan responsabilidades en caso de “errores de cálculo” como este. Los funcionarios públicos encargados, así como los dueños de las empresas contratistas, deben responder con sus bienes el cuantioso daño patrimonial causado. Este tipo de eventos no pueden quedar impunes.

En la medida que escribo este post, salen más memes en la opinión pública española sobre un tren tratando de entrar por un túnel estrecho, pero más que un chiste, es un síntoma de un estilo de gobierno que ya en Suramérica conocemos y que tenemos miles de ejemplos de obras con malos cálculos y que hoy en día forman parte de un cementerio de obras ruinosas que emergen en ciudades de casas muertas tal como las denomino el gran Miguel Otero Silva.

- Standards of faithful compliance: In contracts of this magnitude in amount of money and of strategic importance for the development of a country's regions, clauses should be established that penalize and establish responsibilities in case of "miscalculations" such as this one. The public officials in charge, as well as the owners of the contracting companies, must respond with their assets for the substantial patrimonial damage caused. This type of events cannot go unpunished.

As I write this post, more memes are coming out in the Spanish public opinion about a train trying to enter through a narrow tunnel, but more than a joke, it is a symptom of a style of government that we already know in South America and that we have thousands of examples of works with bad calculations and that today are part of a cemetery of ruinous works that emerge in cities of dead houses as the great Miguel Otero Silva called them.
