Well, I guess what happens is what is happening in many countries around the world where people have been oppressed for a while; the international community vows to do something about it, but after a while and state-sponsored terror, things "calm down", just like the surface of a frozen lake, and the international community starts looking at the silver lines, doing business (as usual) with tyrannical regimes.
A clear example of bad governance.
