In the immediate aftermath of the Cold War, especially in the 1990s, Russia sought to position itself as a co-creator of a new international order rather than a defeated adversary. The narrative at the time portrayed Russia yearning for inclusion and active participation in global governance, centered around the principles established in the UN Charter. However, this aspiration was undermined by a prevailing attitude in the West which regarded Russia more as a defeated nation needing to be kept in check.
