The movement towards regulating RVs began as early as the 1990s when California implemented laws aimed at reducing air pollution caused by combustion engines. The California Air Resources Board (CARB) highlighted that over half of the state’s residents live in areas exceeding federal ozone standards, disproportionately affecting low-income communities. In response, California has been proactive in promoting zero-emission vehicles (ZEVs) as a means to improve air quality.
