The chaos stems in part from the rise of notable gang leaders, particularly Jimmy Shizer, known as "Barbecue." Once a Haitian National Police officer, Shizer was dismissed in 2018 and has since become a self-styled revolutionary bossing a federation called G9. His group is accused of numerous atrocities, including massacres, rape, and kidnappings. Last year, Shizer called for an armed uprising against President Ariel Henry’s government, starkly illustrating the deep chaos engulfing Haiti.
