Work on the Uran-9 commenced in 2015, with multiple defense firms including JSC 766 UPTK and JSC Kalashnikov Concern taking part in its design and development. Oversight was provided by the state conglomerate Rostec. The vehicle was conceived as a tracked unmanned ground vehicle (UCGV), aiming to operate autonomously or remotely, thereby reducing risk to human soldiers in high-threat zones.
