During World War II, the threat of enemy attack prompted unprecedented collaboration between government and industry. President Franklin D. Roosevelt recognized the urgency of rapidly expanding military capabilities and called upon American manufacturers to produce combat aircraft. On May 26, 1940, he announced a goal of building 50,000 planes within a year—more than all the planes produced in the U.S. up to that point.
