Holmene aims to serve a dual purpose: safeguard the city from flooding and provide additional urban space. These man-made islands will act as natural flood barriers, while also accommodating urban development—residential areas, green spaces, and infrastructural facilities such as the region’s largest waste-to-energy plant. Construction will occur in phases, with the first islands built within the next decade, and the full project expected to conclude by 2040.
The islands are designed to be adaptable, with some areas left undeveloped initially to meet evolving demands. This flexible approach allows for sustainable growth and environmental resilience.
